Chapter 17.0 - Monitoring and Review
 
17.1

The policies and proposals in the Local Plan have been prepared on the basis of the best information available at the present time.  However, over the Plan period, circumstances may change.  Planning policies may not be working as expected, new problems may emerge, or the economic situation may dramatically alter.

17.2

In accordance with the requirements of the Town and Country Planning Act 1990, the District Council will monitor continually what is happening in the District.  This will require collecting and collating information on a wide variety of matters, including population, employment, new development (including housing, industry and shopping), tourism, traffic, parking and public utilities.

17.3 Examples of the sort of information which will   be collected are given below:
   
 

Form, Structure and Patterns of Settlement

 
  • Re-development of derelict, vacant and underused land
  • Previously undeveloped land built on
  • Sporadic and piecemeal development
  • Development on the open breaks around Newark.
   
 

Housing

 
  • House completions
  • New housing development in the urban areas, villages and countryside
  • Type and tenure of housing provided
  • Progress on housing allocations (e.g. Balderton Hospital/Beacon Hill Road)
  • Quality of design and layout.
   
 

Employment and Industry

 
  • Local unemployment
  • Completion of employment development
  • Number and type of jobs created
  • New employment development in the urban areas, villages and countryside.
   
 

Conservation and the Built Environment

 
  • Applications affecting conservation areas, listed buildings, ancient monuments and archaeological sites
  • Enhancement schemes
  • Conversions of traditional agricultural buildings.
   
 

Countryside and the Natural Environment

 
  • Applications affecting mature landscapes, tree preservation orders, woodlands and nature conservation sites
  • Environmental improvement and planting schemes
  • Type and amount of development in the countryside.
   
 

Shopping

 
  • Location and amount of new retail floor space
  • New non-retail uses in primary shopping frontages.
   
 

Transportation

 
  • Highway schemes commenced or completed
  • Provision for cyclists, horse riders and pedestrians
  • Traffic management and environmental improvements in Newark town centre.  
   
 

Recreation and Tourism

 
  • Open space protected or created
  • Amount of open space lost
  • Variety, type and location of new tourist uses.
   
 

Education, Health and Community Facilities

 
  • Facilities lost or gained
  • Number and location of new elderly persons' homes
  • Provision for disabled access.
   
 

Public Utilities

 
  • Amount of development in the washlands
  • Progress on improvements to water reclamation works and the sewerage system.
   
 

Energy and Minerals

 
  • Energy efficient forms of development
  • Use of renewable energy sources.
   
17.4

The District Council intends to produce an annual monitoring statement which will examine the progress which has been made in carrying out the policies and proposals in the Plan.  This statement will establish whether the Plan is in need of amendment or revision.

17.5 Once the Local Plan is adopted, it is anticipated that work will commence on a review and roll forward of the Plan so that it reflects the end date of the Structure Plan Review, which is 2011.
