Policy T9: Travel Plans
   

The following forms of development will require the submission and implementation of a Travel Plan:

a)  Major traffic generating development proposals as defined in table 8.1 (other than housing); and

b)  Smaller development proposals which, either by themselves or in conjunction with other proposals, would:

-  Generate significant amounts of vehicular traffic in or near to Air Quality Management Areas; or

-  Exacerbate an existing traffic problem in the surrounding area which would otherwise justify a refusal of planning permission.

Travel Plans will be encouraged to be as sustainable and innovative as possible and also provide inclusive access for all.

8.41

A Travel Plan is a package of measures aimed at satisfying transport and other business needs, with an emphasis on securing:

•  Reductions in car use;

•  Increases in more sustainable forms of transport such as walking, cycling and the use of public transport;

•  Reductions in traffic speeds and improved safety; and

•  More environmentally friendly freight movements.

8.42

Specific measures in a Travel Plan can include, for example, encouragement of car sharing, working from home and providing public transport facilities for employees. Any measures should have measurable outputs, and arrangements for monitoring.

8.43

All major developments as defined in table 8.1 will normally be expected to develop and implement a Travel Plan. The development of Travel Plans to cover whole industrial estates, industrial parks, business parks etc rather than just the individual site occupiers will be encouraged. The Council may implement highway measures to complement company or school travel plans.The Council also intends to ensure that routes to schools are made safer and more convenient, and School Travel Plan schemes should be used to achieve this. The Council is currently developing a School Travel Plan Strategy to support this. In addition, the Council may request that Travel Plans be implemented for smaller developments where the development may otherwise cause detrimental effects in an Air Quality Management Area (see Glossary) or an area with a local traffic problem.
