1. The Council’s priorities for the development of the transport system are set down in the Merseyside Local Transport Plan, which aims to provide a sustainable and integrated transport system that would meet the needs of all existing and new development within and near to the Borough.
2. The Council will use its powers as Local Planning Authority to support the following strategic schemes within the Plan period:
a) mprovements to the M62/M57/A5300 junction (the “Tarbock Interchange”);
b) A new link road to serve the south side of Prescot;
c) The Merseytram scheme - Lines 1 and 2;
d) Further development that is necessary to support the future expansion of Liverpool John Lennon Airport (such as new access roads and public transport facilities) provided that such development is in accordance with its Airport Surface Access Strategy, and are acceptable in terms of their environmental and other effects. Off site airport car parks will not be permitted unless they are in accordance with the Airport Surface Access Strategy, and are acceptable in terms of their environmental and other effects; and
e) Environmental and highway improvements included within the Approach 580 SIA – A580 Corridor Improvement Strategy.
3. Priority will be given to schemes which would provide for any of the following in accordance with the Local Transport Plan:
a) An enhanced provision of walking and cycling routes;
b) Enhancements to the rail freight network, including the provision of improved or new rail terminal facilities, or rail freight facilities to serve existing industrial premises;
c) Enhanced provision for bus and rail (including new or improved bus and rail stations and public transport interchange facilities and development of Quality Bus Partnerships and Quality Bus Contracts to aid the enhancement of the principal bus routes); and
d) Enhanced provision of Park and Ride facilities to serve the Merseyside conurbation.
4. Enhancements to the transport system should be designed so as to be the most appropriate practicable option in terms of their impact on the environment and the local community. When undertaking transport improvements the opportunity should be taken to improve walking & cycling routes, enhance the local environment & streetscape and reduce visual clutter to a minimum.
