Policy MW3: Onshore Oil, Gas and Coal Bed Methane
 

Proposals for oil or gas exploration or extraction will be permitted where it is demonstrated in the application that:

a)  The proposal is part of an appropriate overall exploration strategy for oil or gas exploration (and would not constitute either sporadic or piecemeal development);

b)  The proposal would not have an unacceptable impact on the appearance or character of the surrounding area;

c)  The proposal would not adversely affect local amenity by reason of noise, disturbance, pollution, visual intrusion or traffic generation; and

d)  The land would be restored to a standard agreed by the Local Planning Authority, irrespective of whether oil or gas is found.

12.19

The Government has recently issued licences for the exploration for on-shore oil and gas in Knowsley and elsewhere in Merseyside. Several planning applications were (in the late 1990s)received for exploration and extraction of coal bed methane from former coal workings. The need for land-based oil and gas development must be balanced against any adverse environmental effects and other relevant planning considerations. All applications should demonstrate that they are consistent with national and regional objectives for increasing the proportion of energy derived from renewable sources.

Procedures

12.20

A project overview for the proposed exploration, appraisal and development must be submitted as part of any planning application for oil or gas exploration in order to avoid sporadic or piecemeal development leading to unforeseen and unacceptable environmental effects. The applicant will also be required to submit a Restoration and Aftercare Plan, which must be agreed by the Council.
