Core Policies
 
Policy CP1: Regeneration and Development Priority Areas
 

1. New development and regeneration activities shall be guided principally towards the following locations (shown on the Key Diagram):

• Existing residential areas;

• The town centres of Kirkby, Prescot and Huyton, together with the smaller district and local shopping centres; and

• The Strategic Employment Locations.

2. Within the residential areas priority will be given to securing a better choice of housing and improved schools, health and other community infrastructure. Particular emphasis will be given to securing regeneration and improved levels of social inclusion within the residential regeneration areas shown on the Key Diagram.

3. The town centres of Kirkby, Prescot, and Huyton, together with the smaller district and local centres shall be the preferred location for new shopping and leisure development. These centres shall also be appropriate locations for a range of other uses appropriate to a town centre such as the uses listed in appendix 7. Development of these uses must be of a scale and nature which is appropriate to the role and function of the centre concerned.

4. Within the Strategic Employment Locations shown on the Key Diagram the main priority will be the provision of new industrial or business uses which will safeguard or provide jobs (including but not solely limited to those within target economic sectors), or which will make these areas more attractive to potential new development for these purposes.

5. The following areas shall be designated as Action Areas, where the Council will (in partnership with others) seek to comprehensively redevelop or improve the area in accordance with policies set out elsewhere in this Plan:

North Huyton

Tower Hill, Kirkby

South Prescot

Kirkby Town Centre

Ravens Court (Halewood)

Explanation CP1

4.3

Policy CP1 identifies the broad priorities for the location of new development over the period to 2016.

Existing Residential Areas

4.4

The majority of new residential development over the Plan period will take place within the existing residential areas of Kirkby, Huyton, Stockbridge Village, Prescot, Whiston, and Halewood. Other priorities within these areas will include the provision of new and improved schools, sporting, recreational, health and other community facilities to meet local needs. Outside these areas, for example within the smaller villages of Knowsley Village and Cronton, development will be of a much smaller scale.

Residential Regeneration Areas

The most deprived of Knowsley’s residential areas suffer from levels of social and economic deprivation which are amongst the highest in the country. They include North Huyton, Huyton Quarry, South East Huyton, parts of Kirkby, Stockbridge Village, the Lickers Lane area of Whiston and South Halewood. These areas, which are indicated on the Key Diagram, coincide with the areas which are covered by the existing Objective 1 Pathways, and the North Huyton New Deal for Communitiesprogrammes (see chapter 2 “Key Issues and Influences”) and will be priority areas for regeneration.

Kirkby, Prescot and Huyton town centres

4.6

Within Knowsley’s three town centres (at Kirkby, Prescot and Huyton) the main land use priorities (set out in chapter 7 “Town Centres and Shopping”) will be the provision of:

•  New retail uses which are of a scale and nature which is appropriate to the centre concerned; and

•  A wider range of other town centre uses, such as leisure uses (including cinemas etc.), health facilities, and financial and professional services. 

 Strategic Employment Locations

4.7

The Strategic Employment Locations provide jobs for Knowsley residents and for Merseyside as a whole. They each fall within Strategic Investment Areas in the current Merseyside Objective 1 programme, and are located at Huyton Business Park, South Prescot, Halewood, Knowsley Business Park, Knowsley Industrial Park and Kings Business Park. They are suitable areas for new job creation which will enhance their important role in the Merseyside economy. Specific priorities for these areas are identified in chapter 6 “Economic Development”.

Action Areas

4.8

The UDP identifies 5 areas as Action Areas, which are suitable for comprehensive development, redevelopment or improvement. These are at:

•  North Huyton

•  Tower Hill, Kirkby

•  South Prescot

•  Kirkby Town Centre

•  Ravenscourt (Halewood)
