| 1. Profile |
| a) Population - 8,507 |
| b) Role -
Traditional market town functioning as the main service, employment
and public transport centre for a large surrounding rural hinterland.
A town centre action plan has been prepared and reviewed for Cupar
since 1998. The action plan is implemented through a partnership of
community, business, voluntary sector, and public sector representatives
and will continue to play an important role in creating and implementing
projects for the town. |

issues are - |

High demand for new housing, and its affordability.

Town centre congestion and how this relates
to additional development. |
| c) |
Protection and enhancement of the role
of the town centre. |
| d) |
Identifying an acceptable level of retail
expansion. |

Better linkage of the railway station
and surrounding area to the town centre. |
| f) |
Providing additional employment land.

Redevelopment of redundant property and
land. |
| Traffic management in Cupar was identified
as a continuing issue for the community during the preparation of
the Local Plan. Further development and population growth in the town
will add to the pressure on the road system and will increase traffic
congestion in the town centre without further measures to manage the
traffic. The Council will therefore explore options for traffic management
and more sustainable travel as part of the process of determining
the most appropriate scale and location of Cupar's long term growth. |

You are invited to give
your views regarding Cupar's direction of growth over the next 30
years or so such that a distributor road can be provided within that
period. Demand for a northern distributor route for Cupar continues
to be an issue for the Fife development plan and the Council's transportation
plans. The cost of developing a this route is unlikely to be borne
by the Council but is more likely to rely on development land to fund
the cost of its construction and secure the land across its route.
The Council will assess options to address Cupar's traffic issues
during the life of the Plan and, if the Council settles on a costed
and agreed solution, the Local Plan can safeguard a defined route. |

and Adjacent Superstore Development Brief Proposals Pr36 |
| Fife Council will produce a planning brief
covering South Road Garage brownfield site and the existing superstore.
The brief will identify the acceptable total of convenience floorspace
for the combined site, the layout, design and reuse options, and requirements
to contribute to improvements to the station area and the town centre,
particularly in terms of accessibility, linkages and environmental
improvements. Affordable housing will be considered as part of the
development brief. |

for housing (h26). The brief will require the retention and enhancement
of an area of useable public open space, and consider the appropriate
