EDUCATION AND COMMUNITY FACILITIES
   
  Introduction
8.1 School and community facilities are important components of civilised life, helping cement a sense of community. The planning system should therefore aim to ensure that these important ingredients in people's lives are integral components of the development process.
  School Sites
8.2 There will be a need for new schools in certain areas to cater for increased populations and to replace or update existing buildings which are considered inadequate by today's standards. Although it is the responsibility of Derbyshire County Council (as the education authority) to provide new school facilities, the Borough Council is required to protect allocated school sites from other development. Despite the fact that school sites are shown on the proposals map, they may not necessarily be developed in the plan period. However, it remains essential to safeguard sites so that they can be developed when needed.
  POLICY C1 - SCHOOL SITES
  THE FOLLOWING SITES, AS SHOWN ON THE PROPOSALS MAP, WILL BE SAFEGUARDED FOR EDUCATIONAL USE:-

ILKESTON OFF CHARLOTTE STREET BARLING DRIVE
STANLEY OFF THE CRESCENT, STANLEY COMMON
   
  School provision and housing development
8.3 Residential developments generate a requirement for school places and where there is no capacity in existing schools developers will be required to make provision either via land and/or buildings or financial contributions towards extending/adapting existing buildings or providing new ones. This is in accordance with Circular 1/97. Contributions will be based on the Department of Education and Skills multipliers. Developers are advised to discuss this with the education authority at an early stage so that any contributions (if required) can be calculated.
  POLICY C2 - SCHOOL PROVISION AND HOUSING DEVELOPMENT
  WHERE THE PROVISION OF ADDITIONAL SCHOOL FACILITIES IS CONSIDERED NECESSARY DUE TO A NEW HOUSING DEVELOPMENT, THE BOROUGH COUNCIL WILL SEEK TO NEGOTIATE PROVISION IN THE FORM OF LAND AND/OR BUILDINGS, EQUIPMENT OR A FINANCIAL CONTRIBUTION FROM THE DEVELOPER TO COVER THE COST OF PROVIDING SUCH FACILITIES, SECURED VIA A SECTION 106 OBLIGATION.
   
  Community Facilities
8.4 New development may increase demand on existing community facilities/services, and new facilities may as a result be required, in such circumstances the Borough Council will negotiate with developers to meet the cost of providing additional services/community facilities.
  POLICY C3 - COMMUNITY FACILITIES
  WHERE THE PROVISION OF COMMUNITY FACILITIES IS CONSIDERED NECESSARY DUE TO A DEVELOPMENT PROPOSAL, THE BOROUGH COUNCIL WILL SEEK TO NEGOTIATE PROVISION IN THE FORM OF LAND, BUILDINGS OR A FINANCIAL CONTRIBUTION FROM THE DEVELOPER. THIS WILL BE SECURED VIA A SECTION 106 OBLIGATION.
